I'm specifying wire ropes to replace existing wire ropes used to suspend heavy counterweights for a movable bridge. The wire ropes will be fabricated per ASTM A1023. Do all wire ropes have a certificate or is a certificate only available upon request? And who certifies the wire ropes....rope manufacturers themselves or by an independent third party verification? How do I make sure that the rope manufacturer will fabricate the wire rope per ASTM standards?

I know in HVAC, we can get independent Testing, Adjusting, and Balancing (TAB) specialists that are certified by organizations, such as AABC, NEBB, or TABB to perform the work. Is there something similar for wire rope testings and verifying?
