Static and Dynamic Equilibrium: In dynamic equilibrium, an object is either traveling with some constant translational velocity or a constant angular velocity. It is NOT, as you put it, accelerating. Therefore, according to Newton’s Second Law of Motion, the object has a net force of zero along any direction in three dimensional plane. For instance, a box traveling across a frictional surface at a cosntant velocity is not accelerating
