Chemical storing system

We store a 50% NaOH in 80m3 tank. Next to it, there is a place ready for installation of 36% HCl tank (also 80m3). Problem is that we have same sump (as secondary containment) to be used for both mediums. The capacity of this containment is 100 m3 so it collects the content of one tank.

I am looking for any european guidlines defining the way how the chemical systems must be designed. Is there anybody who can advise whether such system can be built?
