A couple of possibilities...

Is this a 3 dimensional datum? If so there you are.

Is the print dimensioned as X and Y axis cords?
If so, is the hole given both X and Y dimensions from the datum 'A'?
If so I assume this is a thru hole or hole with
a depth given. Thus this is all you need.
