Would somebody please guide me as to how i can research the difference between the (so-to-be-former)ASD/Allowable Stress Design and ASD/Allowable Strength Design for steel construction?

What is the difference?

Does the new AISC 13th Ed. cover everything i am looking for?

I haven't done any steel design for many years and really can't address your question specifically.

I might suggest you go to the AISC website as a resource, they publish the AISC manual. If your firm utilizes or has a relationship with a Civil Structural engineer for design, you might inquire of him (or her), looking at some of the newer text books on steel design would also be a resource.
