Valve that open at 0 pressure

Hi i am andrew.
I am trying to come up with a new invention but it requires basically a reverse valve.

Is it possible to have a valve that will open when there is 0 pressure and close when it reaches a certain psi?

it cannot be electronically controlled, but must be all automated.
has this been done yet? and where could i find something like this?

Sounds like a check valve to me.

There are several hydraulic valves that operate this way
i.e. pressure reducing valves, air bleed valves
