Problem in Analysis or Testing or Interpretation of the data????

I am trying to design a flat plate..and tried to test it. Material: Aluminium Ends are fixed. Loading conditions: Application of Internal Pressure. Static analysis of the plate with analysis software shows stress level in the range of 23kg/mm2 whereas UTS=43kg/mm2 But actual testing of the plate in tests, Strain gauges showed higher strains than expected and stress=45 to 50 kg/mm2. But the component didnt fail. after coming back to zero pressure, it showed around 250microstrain permanent set. compared to the maximum strain of 5400. Can anyone give some help on this??? Whether there is problem in analysis or testing??? or interpretation??
