Rotary Actuator Don

I am working on my senior design project and i have to design a rotary actuator. I am using DOM steel as the cylinder. The inside diameter is 1.87 in and i need to create a piston that would fit inside of this and i need to find a way to seal it. I was thinking about making the piston at the university machine shop and making the piston diameter approximately 1.75 in and using a seal to seal the remaining distance between the piston and the cylinder. The working fluid is water. Can anyone give me any feedback on this idea? And possibly a direction to go on where to find the seals? Thank you very much.
