ID Pipe required Question

I am designing a cylindrical case with one end cap. The case will be made of 316 stainless steel. It requires a 3 OD (+/-0.005 in)and 1 foot long nominal length. The case needs to withstand 1000psi. Does anyone have an equation that would help me calculate the minimal ID that I can use on my design.

I would use the hoop stress formula
s=DP/2t
where the design hoop stress is s and
D= dia
P = pressure
t - wall thickness
So your ID would be OD-2t.
