I want to build (or buy, if it already exists) a cable winch with programmable attraction.
The max. attraction should be about 300 kg (about 650 pounds).

"attraction" and "300 kg" what?
So buy a cable winch that has a safe working load of 300 kg. As long as the load doesn't exceed that, you wont have a problem.
I don't get the programmable part. If a winch can only take 100 kg, you can't just push buttons and tell it to lift 1000 kg. It's a maximum limit, not a challenge.
