Can someone please help me here, I understand most of this calculation except the last bit, how do they get 0.313 for minimum weld throat. What is the K value?

I have been offline for a while and this is a bit late for a reply; but, to answer this question, the base weld is assumed to be a an equal leg fillet weld and the throat of a weld is the diagonal distance from the joint intersection to the center of the 45 degree face of the the fillet. (hence the .707*Leg equation in line 36)
