For new manufactured solar panels, look at the design specifications for the solar panels.. From there determine which performance/operating specifications needs to be verified. Where there are environmental conditions to be considered, for example temperature design your quality checks under the specified temperature variability.

Yes you have mentioned some real good ways to check quality of solar panels.. Ideal is to hire reliable and reputed service provider even if it costs bit high
