Tolerance to centerline allows negative

Hi, All. Long time reader, first time poster.

I have a round part with a precision hole along the center axis. The OD has no real functional role but the ID is very important, so datum A is defined by its axis.

There is a tapped hole in the OD going towards (perpendicular to) the axis. The the thread depth and pilot depth are dimensioned from the axis. For reasons I won't bother explaining, an allowable distance for the pilot hole is [B].013[/B]" [I]short of[/I] the axis to [B].007[/B]" [I]past[/I] the axis. Can I state [B].003 ±.010[/B] with a scale appropriate enough to show which direction the nominal .003 is?

If this isn't legal, how could one define this tolerance zone? Reminder; The OD is loose in size and runout, so calling a depth from entrance won't work without unnecessarily tightening up the entrance surface (OD).
