By defualt tolerances of location, orientation or datum reference apply to the axis of the thread as derived from the pitch diameter..
Anyway, the same location or orientation tolerance can be applied to the minor or major diamater.

so can understand me becuase I don't undestand whatever you say, Imagine I have a drawing to drill a plate 4" with tapped holes and this plate calls me 1"Ø with a tolerance +-0.005 mills, I know that is very very hard get it that tolerance so I would like to know if with the norm that you say I can determine how much can get.

The answer to your question depends on two things: who will make the part, and what you are willing to pay. The tolerances you are asking for are not highly unusual, but a typical machine shop might not be able to do it. Any answer you get here will not mean much to the guy that actually has to make the part. You should look at the capabilities of the shop.
