why type of support for diving board is assume as pin/roll, why not fix support?

Sorry for silly question, but I have been wondering.
Diving board it is bolted to the ground(base platform) (bolt vertically, not sideway which act literally as pin), why not assume it as fix. the way bolt is secured is same direction as the load, hence it is not easy/resist to rotate up and down like pin or hinge. so there is moment. Isn't?

Whether there is axial or bending loading at the base fasteners is meaningless... The fasteners (bolts) simply need be designed to carry the peak loading..
Tell me and I forget. Teach me and I remember. Involve me and I learn.
