Both.. But make no mistake, CAD is a tool and design engineering is knowledge. Most anybody can learn to operate software but not apply design engineering concepts.
Tell me and I forget. Teach me and I remember. Involve me and I learn.

In our University engineering students are also software NX. All production workers say that this is the best program for three-dimensional modeling. Well, even they use the Kompas 3D.

I think Solidworks 3D CAD is one of the best software to start. I am also using the it. It has all 3D design capabilities.
