Stress concentration and Kt

Hey all,

I am wondering whether the stress concentration factor increase, as the diameter of the hole on a finite plate decrease? As far as I know, diameter and Kt is inversely proportional on a finite plate (infinite plate Kt=3 always, I think) Does the phenomenon depend on it being load controlled or displacement controlled?
