I'll bet that when you put your hand on the railing, the noise (vibration ) stops, right ? So like the previous post said, you could disrupt the vibration by placing anything substantial onto the railing (at the midpoint, or slightly off center) such as a small wood block or wedge a short piece of pvc pipe with notched ends.
