I expect this answer is a bit weak and late but here it is.
A round part in a circle is usually called as cocen. If it
is called out as true position (odd) if it is in the center
but common if it is off center and you are off .010" at a
45°. You are now off .00707" in both X and Y. As you
know this adds up fast in true position.
