There is no such thing a double plus or double minus tolerance.
There are minimums and maximums.
There are plus and minus.

Say: 2" +.010 -.005
That means the outcome cannot be over or under 2.011" or 1.95"

I have never heard of plus .001/plus .002
or minus -.00x/-00xx
Where would you stop.
The whole idea is to express limitations to the machinist.
The tolerances provide for fit.
As in:
interference fit
Slip fit
Loose fit
These all have specific tolerence limits.
I suggest you might read up on fits and tolerances in Machenrys Handbook any issue. It's one authority on this subject.
