GD&T or DIN spec. which comes first?

We have a drawing of a flanged nut which has a DIN spec in the title block. The spec says the flange surface cannot be convex. On the drawing there is a flatness callout for this surface with no comment about convexity or concavity. How should we interpret this?

The specification means exactly what it says...

The surface must be flat to within the flatness tolerance specified while not being convex.
