Any suggestions on type, mtl or brand of tap for SS. (304 or 316)? Have had problems with breaking 8-32's and 10-32 when hand tapping without over sizing the hole...

I think you should use a coated tap with one of the latest coatings. But, I think any of the good brand taps should do the job provided you use the right tap fluid. I suggest you speak to your local tooling/machine shop supply house about a good brand's version of tap fluid specified for your material.

One of the most suitable cutting fluid for SST is
lard , yes PORK FAT , If you can not get in a refined state, just buy some PORK meat with fat layer , take it off the meat , put in a frying pan , let it melt , take of the solid that float on the liquid, let cool and the dip the tap on it .
And , miracle it will allow you to tap , even I use when hand saw, and on lathes.
