Working with flat springs

Hi there, I'm looking for a source on how to work with spring steel material to make a latch like the one shown. Does one use hardened, tempered spring steel and bend it to the desired shape or bend it first and then heat treat it or just bend it and use it as is? I'm assuming 1095 alloy would be a good choice. Thanks for the help!!

I'm not an expert on spring steel at all, however, I would think you would choose a steel that had the properties for receiving the post heat treatment required "AFTER" bends & holes were completed. Hope this helps some, Scooter
