Formula overhung beam loading?

I would like to find out how much load is at the base of the hoist. I need to make the whole thing swival and need to know how much loading is going on.

The base reactions for the case shown in the picture are:

Vertical: 4000lbs + self weight of structure, cable, etc.

Moment: 320in-k + (self weight of cross beam) x 40"

Horizontal: 0

You should design for more than this, obviously, including adding a horizontal load. There are certain codes and guides you can use, depending on your location, that will give you these figures. In the U.S., I recommend using the CMAA guidelines (Crane Manufacturers Association of America).

I guess there is no perticular formula for this? How about the effect, is there more load being exerted at the base or less?
