Screw, lock, washer stackup ?

When installing hardware to hold an assembly together (screw lock flat), does it make a difference what side the lock and flat washer go on? (The nut side or the screw side.) The train of thought where I work is that the lock washer should go on the nut side so that it prevents the nut from turning off during vibration. I personally think that it doesn't matter; it's more of a personal preference thing and a profile thing. Profile meaning, if you want the screw head to sit lower. Any info is appreciated.
